Palamós implements municipal land transfers for housing and green zones

In 2020, the Palamós City Council approved the transfer of surface rights for a municipal plot to promote a cooperative housing project. The initiative, developed with Sostre Cívic, aimed to create 34 social housing units. Under this model, the land remains municipal property through a 75-year surface right, allowing residents to manage the building as members of a cooperative rather than through traditional individual ownership. This system is designed to prevent properties from entering the speculative market.

Additionally, a 2013 urban development process in Palamós sought to transition approximately 29,000 square meters of the Pineda d’en Gori sector to municipal ownership. The plan aimed to preserve the pine forest and coastal area as green zones by concentrating building rights on inland plots. This reorganization was part of a long-term strategy to reduce the environmental impact of urbanization in the area.
