Palamós municipal land and housing initiatives

Overview

The Palamós City Council has utilized municipal land transfers to support social and environmental objectives. In 2020, the council approved the transfer of surface rights for a municipal plot to a cooperative, Sostre Cívic, to develop 34 social housing units. This 75-year surface right model allows residents to manage the building as a cooperative to prevent properties from entering the speculative market.

This follows a 2013 urban development process in the Pineda d’en Gori sector, which sought to transition approximately 29,000 square meters to municipal ownership. The strategy aimed to preserve pine forests and coastal areas as green zones by concentrating building rights on inland plots to reduce the environmental impact of urbanization.
