Panama extends transit visa requirement for Cuban citizens until 2029

Panama has extended the requirement for certain Cuban citizens to obtain a transit visa through June 30, 2029. The new executive decree, signed by President José Raúl Mulino and Public Security Minister Frank Ábrego, prolongs previous regulations regarding passengers or crew members transiting through the country.

The transit visa allows authorized travelers to remain in the international transit area of the airport for up to 24 hours while continuing to another destination or returning home. This measure primarily affects Cuban passengers using Tocumen International Airport as a connection point.

Several exceptions apply to the requirement. Travelers are exempt if they are returning to Cuba, hold a valid Panamanian tourist or residence visa, or possess permanent residency in a third country and are returning to it. Additionally, those with valid entry visas for their final destination or specific multiple-entry visas from countries with recognized migration control standards—such as the United States, Canada, Australia, South Korea, Japan, the United Kingdom, Singapore, and European Union members—are also exempt.
