Panama-Cuba diplomatic and migration relations

Panama has implemented measures affecting Cuban nationals and is engaged in diplomatic efforts regarding Panamanian citizens in Cuba.

In August 2026, President José Raúl Mulino signed an executive decree extending transit visa requirements for certain Cuban citizens through June 30, 2029. This regulation primarily impacts passengers and crew members transiting through Tocumen International Airport. Exemptions are provided for those returning to Cuba, holders of Panamanian visas, permanent residents of third countries, or individuals with valid visas for destinations with recognized migration control standards.

By September 2026, the Panamanian Ministry of Foreign Affairs shifted focus toward assisting seven Panamanian citizens detained in Cuba. Foreign Minister Javier Martínez-Acha Vásquez met with the detainees’ families to discuss government actions. Panama is currently evaluating legal alternatives to allow these citizens to serve potential sentences in Panama, a process requiring coordination with Cuban authorities and adherence to Cuban legislation.
