Latin American prison systems implement inmate transfers and new protocols

Several Latin American nations are managing significant shifts in prison administration and inmate movement. In Venezuela, the NGO Committee for the Freedom of Political Prisoners (CLIPP) has reported unnotified transfers of political detainees from the El Rodeo I facility. Families report that buses entered the prison on September 2, with concerns that inmates are being moved to Fuerte Guaicaipuro or Yare II without official communication.

In Panama, the Ministry of Government (Mingob) has implemented a new procedure for the delivery of supplies to inmates at the La Nueva Joya Penitentiary Center. Approximately 900 family members participated in the first phase of this process at the former Cecilia Orillac de Chiari Female Rehabilitation Center, with officials noting that the new system aims to improve efficiency and proximity.

In Chile, the Court of Appeals of Iquique overturned a previous ruling, authorizing Gendarmería to transfer four members of the ‘Clan Chen’ to the La Laguna Penitentiary Complex in Talca. This decision supports the government’s ‘Plan Cancerbero,’ aimed at segmenting high-risk inmates linked to organized crime. Meanwhile, in Paraguay, judicial authorities confirmed the transfer of Ramón González Daher to a maximum-security prison following repeated violations involving unauthorized communication devices.
