Latin American prison system instability

Overview

Latin American prison systems are experiencing various administrative shifts, security challenges, and instances of violence.

In early September, several nations implemented new protocols or inmate transfers. Venezuela faced reports of unnotified transfers of political detainees from El Rodeo I, raising concerns among families. Panama introduced a new procedure for delivering supplies to inmates at La Nueva Joya, while Chile’s Court of Appeals authorized the transfer of high-risk organized crime members to the La Laguna Penitentiary Complex as part of ‘Plan Cancerbero’. Paraguay also confirmed the transfer of an inmate to a maximum-security facility following communication violations.

Subsequently, reports emerged regarding instability and violence within these systems. In the Dominican Republic, authorities launched a crackdown on corruption networks amid severe overcrowding, with facilities housing approximately 25,200 inmates despite a capacity of 16,000. In Chile, multiple violent incidents were recorded, including inmate fatalities in Coyhaique and Angol, as well as an assault on a prison tutor in Coronel.
