Pantanal environmental protections face legal and regulatory shifts

The Federal Public Ministry (MPF) has declared that attempts to annul the expansion of the Taiamã Ecological Station in the Brazilian Pantanal are unconstitutional. The MPF argues that Legislative Decree Project (PDL) 171/2026, proposed by Federal Deputy Coronel Fernanda to halt the expansion, poses a serious risk of environmental regression and threatens biodiversity, water balance, and local fishing.

The expansion, which increased the unit from 11,200 to 68,500 hectares, was the result of a 16-year process involving studies and public consultations. While the deputy claims the measure was taken without consulting local producers, the MPF notes that ICMBio conducted public hearings and meetings with researchers and local fishing communities.

Separately, in response to the environmental emergency in Mato Grosso, the State Secretariat of Environment (Sema) and the Fire Department have issued a joint instruction allowing rural landowners to create preventive firebreaks (aceiros) up to 40 meters wide without prior environmental authorization. This measure applies to Restricted Use Areas of the Pantanal. Landowners must still register a declaration with the Fire Department, including a map and rural environmental registry, and are prohibited from clearing native vegetation outside of designated native pasture areas.
