Paraguayan and Mexican legislators propose budget reforms to strengthen health emergency response

In Mexico, Ivonne Ortega Pacheco, coordinator of the Movimiento Ciudadano parliamentary group, introduced a bill to amend the Financial Discipline Law so that health emergencies are explicitly covered under Article 7. The change would allow state and municipal governments to make extraordinary health‑related expenditures without bureaucratic delays, addressing the reduced health spending observed during the COVID‑19 pandemic.

In Paraguay, a legislative project seeks to reallocate at least 500 billion guaraníes from existing budget lines (groups 200, 300 and 500) to the Ministry of Health Public and Social Welfare for the purchase of medicines in public hospitals. The proposal emphasizes that the transfer will not increase the national budget or fiscal deficit, but will prioritize access to essential drugs for the population.

Both initiatives aim to create clearer legal frameworks and dedicated funding mechanisms to improve the capacity of governments to respond promptly to public‑health crises.
