Parcoursup platform fails to consistently meet scholarship quotas, study finds
A study by the Institut des politiques publiques (IPP) has revealed that the French national higher education admissions platform, Parcoursup, does not always meet its minimum quotas for scholarship students. Researchers Julien Combe and Denis Sokolov from École polytechnique found that while the system provides priority to certain candidates, it fails to guarantee that specific scholarship rates are achieved within each individual training program.
The current mechanism modifies institutional rankings before the admission process begins. While educational institutions are required to accept a certain number of scholarship students or local residents, they are not obligated to ensure these quotas are reflected in their final student bodies. The study suggests that the system may grant “excessive priority” to some candidates without ensuring the intended diversity in final enrollments.
To address these discrepancies, the researchers propose applying quotas dynamically throughout the admission procedure. This comes amid ongoing student protests and calls for the platform's abolition, with the French government expected to propose adjustments by the end of the month.
