French university placement challenges via Parcoursup

Overview

French high school graduates continue to face difficulties securing university placements following the conclusion of the Parcoursup application process. While the Ministry of Higher Education reported that 576,749 graduates received at least one offer, many students remain without suitable academic options, leading to ongoing protests calling for the platform’s abolition. A study by the Institut des politiques publiques (IPP) has highlighted systemic issues regarding social equity within the platform. Researchers Julien Combe and Denis Sokolov from École polytechnique found that Parcoursup does not always meet minimum scholarship student quotas in every training program. The study indicates that while the system modifies rankings to assist access, it can grant “excessive priority to certain candidates” without ensuring that the required number of scholarship students are actually admitted to final cohorts. Following the conclusion of the supplementary phase on September 10, approximately 32,000 candidates sought assistance from the Higher Education Access Commissions (CAES). While 91.5% of applicants (603,910 students) received at least one offer, 60 students—primarily vocational baccalaureate holders with fragile academic profiles—continue to receive personalized support as they have not yet secured a placement. In response to ongoing criticism, the French Ministry of Higher Education has launched an urgent consultation process to amend the system. Proposed reforms include improving student orientation and potentially removing high school origin data to reduce inequalities. However, the process has faced significant tension; several unions and student organizations, including Snes-FSU, CGT, and Unsa, have boycotted the meetings, describing the consultation as a “simulacre de concertation” (sham consultation). In response to widespread protests, Higher Education Minister Philippe Baptiste has announced a multi-year plan to reform and eventually replace the platform. Parcoursup is slated for a significant overhaul in 2027, with a complete replacement scheduled for 2028.
