Pavel Durov defends Telegram against criminal allegations in France and Russia

Telegram founder Pavel Durov is defending his messaging platform against allegations that it facilitates criminal activity, including terrorism and child exploitation. Durov argues that legal actions against the platform are politically motivated responses to Telegram’s refusal to comply with government demands for censorship and surveillance.

In France, a criminal investigation remains active following Durov’s arrest in Paris in August 2024. While French authorities have examined whether Telegram enabled crime by failing to cooperate with lawful requests, Durov maintains that the platform’s moderation efforts are comparable to its competitors. He noted that Telegram blocked over 23 million groups and channels this year, including hundreds of thousands tied to terrorist content and child abuse material.

Simultaneously, Durov faces legal pressure in Russia. The FSB has charged him with facilitating terrorism and issued an international arrest warrant, alleging that certain channels facilitated operations connected to Ukrainian intelligence. Durov has characterized these accusations as absurd, particularly given the restrictions on online publishing within Russia.
