Overview

In late July 2026, the Russian Federal Security Service (FSB) escalated its legal campaign against Telegram founder Pavel Durov. After issuing an international arrest warrant on 29 July, the agency formally charged Durov on 31 July with facilitating terrorist activity, placed him on the Rosfinmonitoring extremist and terrorist list, and announced that it would pursue extradition through Interpol. As of late August, Durov has begun defending Telegram against these and other global allegations, including child exploitation and insufficient moderation. He argues that legal actions are politically motivated responses to Telegram’s refusal to comply with government demands for censorship and surveillance. Durov maintains that Telegram’s moderation is comparable to competitors, noting the platform blocked over 23 million groups and channels this year, including hundreds of thousands tied to terrorist content. These Russian charges run parallel to an active criminal investigation in France and civil-penalty proceedings in Australia regarding the platform’s content-moderation practices.
