Pennsylvania Fish and Boat Commission Honors Conservation Officers for Lifesaving and Enforcement Awards

The Pennsylvania Fish and Boat Commission (PFBC) recognized several waterways conservation officers at its July 27 quarterly meeting in Harrisburg. Five officers received Lifesaving Awards: Noah Grice for his CPR response to a severe motorcycle crash on U.S. Route 62 in Sandy Lake, and Matt Kauffman, Abigail Luteri, Michael Johnson and Matthew Scott for rescuing a person who fell into the Allegheny River from Pittsburgh’s 7th Street Bridge.

Additional honors included the Top Gun Award for Kyle Robinson, who recorded nine boating‑under‑the‑influence arrests in 2025, the National Association of State Boating Law Administrators’ Boating Officer of the Year for Luke Walter, and the Northeast Conservation Law Enforcement Chiefs Association Officer of the Year for David Raulfs. Other awards highlighted environmental investigations and public‑outreach work.

The ceremony highlighted the PFBC’s commitment to public safety, waterway protection, and law‑enforcement excellence across Pennsylvania.
