Pentagon blacklists top Chinese civilian universities

On July 23, 2026 the U.S. Department of Defense announced that around 70% of the 130 institutions on its "1286" list are Chinese civilian universities. The list now includes elite schools such as Fudan University, Shanghai Jiao Tong University, Shandong University and the University of International Relations. Starting in fiscal year 2026 the Pentagon is barred from funding any fundamental research projects—grants, contracts or other support—that involve these institutions, and U.S. researchers must disclose any affiliation or risk losing federal funding.

The measure expands the defense department’s focus from military‑linked schools to civilian academia, citing concerns about unauthorized technology transfer and potential espionage. Chinese officials warned that restricting normal research exchanges will also harm U.S. scientists. No direct economic sanctions are attached, but the designation serves as a compliance warning for American universities and industry partners.
