U.S. Pentagon foreign university research blacklist

In late July 2026 the U.S. Department of Defense released an updated Section 1286 list, designating 130 foreign academic and research institutions in China, Russia and Iran as security risks. The list added 33 Russian universities and 88 Chinese schools, including prominent universities such as Fudan and Shanghai Jiao‑Tong. The Pentagon warned U.S. researchers and partners to exercise heightened caution when collaborating with any listed entity, noting potential threats to scientific integrity and compliance with federal funding rules.

The following day the department clarified that roughly 70 % of the entries are Chinese civilian universities. New guidance bars Pentagon funding for any fundamental research involving these institutions and requires U.S. researchers to disclose affiliations, with non‑compliance risking loss of federal support. Chinese officials protested, saying the restrictions would harm academic exchange. No direct economic sanctions were imposed, but the designation serves as a compliance warning for U.S. academia and industry.
