Perm oil refinery disrupted by Ukrainian drone attack

The Perm oil refinery in Russia, the country’s seventh largest by processing volume, has ceased operations following a Ukrainian drone attack on August 21. The strike caused fires and significant damage to technological units. Ukrainian President Volodymyr Zelenskyy confirmed that the military targeted the facility.

The CDU-4 unit, which accounts for nearly 40% of the refinery's capacity and processes 14,000 metric tons of oil per day, was knocked offline by the attack. Repairs are estimated to take between one and two weeks. Additionally, the CDU-5 unit has been out of service since a previous drone strike on July 29.

Owned by Lukoil, the refinery processes approximately 12.6 million tons of oil annually, equivalent to 252,000 barrels per day. The facility is a major producer of gasoline, diesel, and fuel oil. These ongoing strikes on energy infrastructure have contributed to reported fuel shortages in various Russian regions.
