Ukrainian drone attacks on Russian energy infrastructure

Overview

Ukrainian drone strikes have targeted major Russian energy infrastructure, impacting both petrochemical and oil refining capacities.

In mid-August, a drone attack struck the ZapSibNeftekhim petrochemical complex in Tobolsk. As Russia’s largest producer of liquefied petroleum gas (LPG), the facility’s indefinite shutdown following the strike halted the supply of approximately 4,000 tons of technical propane-butane mixture daily.

By late August, reports emerged that the Perm oil refinery, owned by Lukoil, also ceased operations following a Ukrainian drone strike on August 21. The attack caused fires and damaged technological units, specifically knocking the CDU-4 unit offline. This unit represents nearly 40% of the refinery's capacity. These repeated strikes on energy infrastructure have been linked to reported fuel shortages across various Russian regions.
