Argentina and Peru announce major budget and emergency measures

In Argentina, President Javier Milei has announced a significant budget reallocation via Decree 867/2026, directing approximately 140 million USD to the Ministry of Defense. This funding is intended to modernize military equipment and strengthen operational capabilities. A primary focus of this investment is the construction of an integrated naval base in Tierra del Fuego, aimed at establishing a major logistics hub in the South Atlantic. Additionally, the decree increases resources for the National Commission for Space Activities (CONAE) to support satellite projects.

In Peru, the government of Keiko Fujimori has implemented Emergency Decree 010-2026 to combat the impacts of the El Niño phenomenon. The decree introduces a “Services by Taxes” mechanism, allowing private companies to fund urgent emergency works—such as river cleaning and infrastructure protection—in exchange for tax credits. This measure is designed to bypass traditional, slower procurement processes and accelerate preventive actions in high-risk districts.

Meanwhile, in the Argentine province of Santa Fe, Senator Rubén Pirola has proposed legislation to ensure that municipalities receive non-reimbursable funds from the provincial Water Emergency Fund to manage climate-related crises through 2027.
