Peru government deploys security forces to La Libertad after Trujillo violence

Following a violent kidnapping and quadruple murder of a mining businessman and his companions in Trujillo, the government of President Keiko Fujimori has announced intensified security measures in the La Libertad region.

Prime Minister Luis Galarreta confirmed the deployment of National Police contingents from Lima to La Libertad and announced that the Armed Forces will participate in security operations. Defense Minister Rafael Belaunde Llosa is scheduled to travel to the region to oversee these interventions. The government is also considering plans to place the Armed Forces in control of the perimeters of certain prisons to combat organized crime.

To bolster these efforts, the Executive has formally requested that Congress grant it delegated legislative powers. These powers are intended to enhance intelligence capabilities, allow for the classification of criminal organizations as hostile groups, and facilitate the expulsion of foreign nationals involved in criminal activities.

In a separate development, the Ministry of Agrarian Development and Irrigation announced that the contract for the third stage of the Chavimochic Irrigation Project, to be executed via a government-to-government agreement with Canada, is expected to be signed in November or December.
