Peru election turmoil as ONPE chief resigns and opposition eyes Keiko Fujimori's presidency

Elar Juan Bolaños Llanos stepped down as secretary‑general of Peru's National Office of Electoral Processes (ONPE) on 23 June, alleging manipulation of institutional documents and unauthorized access to the agency’s document‑management system. He warned that altered records could compromise data security ahead of the regional and municipal elections scheduled for October 2026. Interim head Bernardo Pachas rejected the accusations, said the resignation was concluded by administrative resolution, and referred the matter to the disciplinary board.

Ernesto Zunini, secretary‑general of the opposition party Juntos por el Perú, publicly stated, “Hay una realidad, la señora va a ser proclamada,” indicating that Keiko Fujimori will be proclaimed president by the National Jury of Elections. Zunini said his party will form an opposition bench focused on oversight, while other party members pursue legal challenges to the election results.
