Peru ex‑minister Betssy Chávez seeks diplomatic safe‑conduct to Mexico

The legal team of former Peruvian cabinet chief Betssy Chávez has formally asked President José Balcázar to issue a diplomatic salvoconducto that would permit her to leave Peru for Mexico, the country that granted her political asylum. The request, filed on 9 July 2026, cites Chávez’s deteriorating health while she remains confined in the Mexican embassy in Lima and argues that without the document she cannot obtain specialized medical treatment.

Chávez was sentenced on 4 December 2025 to 11 years, 5 months and 15 days in prison for conspiracy to rebel linked to the December 2022 constitutional crisis, and an arrest warrant is active nationally and internationally. Her defence says the salvoconducto is provided for under international law to ensure the safe transfer of individuals under diplomatic protection and would also help restore bilateral ties between Peru and Mexico. The issuance of the travel document falls under the Ministry of Foreign Affairs in coordination with the Presidency of the Council of Ministers; the president has not yet issued a response.
