Peru implements new teacher pensions and bonuses

The Peruvian government is implementing new financial measures for educators, though analysts warn of significant fiscal implications. Law No. 32581, which guarantees pensions for retired and former teachers, could increase annual public spending by approximately S/ 8 billion (0.7% of GDP), with potential rises up to S/ 13.4 billion. The Fiscal Council has raised concerns regarding the law's design, noting it imposes a uniform pension guarantee across different financing systems—including private pension schemes—without clearly defining the total number of beneficiaries or a permanent funding source.

Separately, more than 400,000 teachers and education assistants are scheduled to receive a one-time extraordinary bonus of S/ 487 by the end of August. Authorized under Law No. 32732, the government has allocated over S/ 211 million for this payment. The benefit applies to both permanent and contract staff working in public institutions managed by the Ministries of Education, Defense, and Interior, provided they meet specific registration requirements.
