Peru teacher labor and pension developments

The Peruvian government has moved toward addressing teacher labor demands through formal recognition and new financial legislation.

Initially, the Minister of Labor and Employment Promotion, Juan Sheput, affirmed that the Sindicato Único de Trabajadores en la Educación del Perú (Sutep) is the sole valid union interlocutor for the teaching profession. During this period, union leaders were advocating for a Dignified Pensions Law, increased budgets for class preparation, and the delivery of laptops to educators.

Following these developments, the government implemented Law No. 32581 to guarantee pensions for retired and former teachers. While intended to address union demands, the Fiscal Council has raised concerns regarding the law’s fiscal impact, noting it could increase annual public spending by between S/ 8 billion and S/ 13.4 billion. Additionally, under Law No. 32732, the government allocated over S/ 211 million to provide a one-time extraordinary bonus of S/ 487 to more than 400,000 teachers and education assistants.
