Peru judicial updates: Prosecutor Farro reinstated and Ávalos removed
The Constitutional Court has ordered the National Board of Justice (JNJ) to reinstate Hugo Dante Farro Murillo as the titular Superior Prosecutor of the Santa Fiscal District. Farro Murillo was originally dismissed in October 2015 by the former National Council of the Magistracy (CNM) following disciplinary proceedings related to alleged links to a criminal organization known as ‘La Centralita’. The Court ruled that his dismissal violated his right to defense, specifically noting the failure to conduct a required prior hearing before the CNM Plenary.
Separately, the National Board of Justice has enforced the removal of Supreme Prosecutor Zoraida Ávalos from the Public Ministry due to age limits. Although the National Prosecutor's Office had previously authorized Ávalos to remain in her position until the end of the 2026 fiscal year based on recent legislative modifications, the JNJ ruled that the specific law governing the fiscal career takes precedence. Consequently, her dismissal is effective from June 14, 2026, the date she reached 70 years of age.
