Personnel changes in the Peruvian judiciary

Overview

The Peruvian judiciary has undergone significant personnel changes involving the reinstatement of a prosecutor and the removal of a Supreme Prosecutor.

The Constitutional Court ordered the National Board of Justice (JNJ) to reinstate Hugo Dante Farro Murillo as the titular Superior Prosecutor of the Santa Fiscal District. His original 2015 dismissal by the former National Council of the Magistracy was ruled a violation of his right to defense.

Simultaneously, the JNJ enforced the removal of Supreme Prosecutor Zoraida Ávalos Rivera from the First Supreme Criminal Prosecutor's Office. While the Public Ministry had previously authorized her to remain in her position until the end of the 2026 fiscal year, the JNJ ruled that the law governing the fiscal career takes precedence. As Ávalos Rivera reached the mandatory retirement age of 70 on June 14, 2026, the JNJ declared her extension inadmissible and required her to formally hand over her position.
