Peru mining sector eyes $7 billion investment amid formalization reforms
Peru's mining sector is facing significant regulatory and structural shifts. Minister of Energy and Mines Guillermo Shinno projected that mining investment in the country will exceed $7 billion in 2026, driven by increased project execution and the global energy transition. The sector remains a vital economic pillar, representing 9.1% of the national GDP.
Regarding formalization, the government plans to submit a new Artisanal and Small-Scale Mining (MAPE) Law to Congress by October 15. This proposal aims to create a simplified formalization process for approximately 31,500 miners currently registered under Reinfo, which is set to expire on December 31, 2026. Currently, only about 2,300 miners have successfully completed the formalization process.
However, the Reinfo registry remains controversial. Experts warn that the current system may allow illegal mining operations to hide behind a veneer of legality. Additionally, industry specialists have highlighted the need to reduce regulatory uncertainty and streamline the permitting process, noting that obtaining permits in Peru can take significantly longer than in neighboring Chile.
