Peru Ministry of Education restricts teachers accused of sexual offenses

The Peruvian Ministry of Education (Minedu) has implemented measures to ensure that teachers under preventive separation due to alleged sexual offenses are prohibited from entering classrooms or having contact with students. Andrés Izaguirre, director of Teacher Development at Minedu, stated that these educators must perform administrative duties instead while their cases are being processed.

Since 2024, the ministry has utilized the Disciplinary Administrative Procedures Module (Módulo PAD) to identify teachers subject to preventive separation and generate alerts to prevent them from providing educational services. Izaguirre reported that 432 cases are currently under investigation, with definitive resolutions pending due to delays from previous administrations. Of these, 143 have active disciplinary procedures and 9 have final reports awaiting resolution.

Data from the Information System for Monitoring Files (SIMEX) shows that between 2014 and September 2024, 3,347 cases concluded with the dismissal of teachers for crimes against sexual freedom. The current administration has provided funding to hire specialists to accelerate the resolution of the remaining 432 pending files.
