Peru municipalities fail to execute El Niño prevention budgets

The Contraloría General de la República has issued a warning regarding the low execution of budgets intended to mitigate the risks of the El Niño phenomenon. According to recent reports, 317 municipalities have executed less than 40% of the funds allocated to Program 0068, which focuses on reducing vulnerability and attending to disaster emergencies.

In the Piura region, 27 municipalities have failed to utilize at least 60% of their assigned resources. Specifically, nine district municipalities in Piura, including Jililí and La Arena, recorded 0% execution. Similarly, in Lambayeque, regional governments have executed less than 50% of their preventive budgets, with seventeen municipalities recording zero execution.

On a national scale, 109 local governments have reportedly not used any of their available disaster prevention resources. The audit also identified delays in national entities, noting that the Ministries of Interior, Defense, and Women, as well as Indeci and the National Firefighters Institute, showed budget progress of less than 40%.

Additional findings highlight critical logistical gaps, such as municipal warehouses lacking essential equipment like shovels and water pumps. The Contraloría also noted that some infrastructure projects have experienced delays of up to three hundred times their original estimated timelines.
