Peru orders reorganization of National Water Authority

The Peruvian government has ordered the immediate reorganization of the National Water Authority (ANA) to modernize its structure and improve the management of water resources across the country's basins. This measure, established via Supreme Decree N°009-2026-MIDAGRI, aims to reduce procedural delays and enhance the quality, integrity, and traceability of the institution's services.

Juan Carlos Castro, head of the ANA, is responsible for leading and supervising the reorganization process under the oversight of the Ministry of Agrarian Development and Irrigation (MIDAGRI). The reform includes implementing a digital traceability system, creating a public results dashboard, and establishing a unique inventory of files prioritized by age and impact.

Structural changes may include transforming Local Water Administrations into technical basin units and evaluating the resizing or elimination of certain Water Administrative Authorities. The reorganization will be funded by the ANA's existing institutional budget without requiring additional public treasury resources. The goal is to strengthen the agency's technical-normative role and contribute to water security and sustainable development.
