Overview
The Peruvian government, under President Keiko Fujimori, has initiated a series of administrative reorganizations aimed at modernizing public administration and improving efficiency.
On August 6, 2026, the Ministry of Agrarian Development and Irrigation (Midagri) was placed under a 120-day reorganization. This process involves a comprehensive diagnostic of the ministry’s administrative structure, budgeting, project execution, and internal controls to identify management deficiencies and coordination gaps.
Following this, the government issued Supreme Decree N°009-2026-MIDAGRI, ordering the immediate reorganization of the National Water Authority (ANA). Led by Juan Carlos Castro under Midagri oversight, this reform seeks to enhance water resource management through digital traceability, a public results dashboard, and potential structural changes to Local Water Administrations. The ANA reorganization is intended to be funded through existing institutional budgets to strengthen technical-normative roles and water security.
