Peru Sets Leadership and Composition for New Bicameral Congress 2026‑2031
The Office of the Congress has appointed a preparatory board to guide the formation of Peru’s bicameral legislature for the 2026‑2031 term. Senator Miguel Ángel Torres Morales of Fuerza Popular will serve as president and Deputy Cecilia Chacón de Vettori, also of Fuerza Popular, as vice‑president. Additional secretaries were named, including Senator Fernando Rospigliosi Capurro (Fuerza Popular) and Deputy Luis Eliseo Quispe Candia (Partido del Buen Gobierno) as first and second secretaries, respectively. The board will begin its work on 15 July 2026 and conclude on 26 July 2026.
In the 2026 general elections, only 24 of the 91 incumbents who sought re‑election secured seats, leaving 74% of the previous Parliament out of the new Congress. The re‑elected members will be split between the Senate (14) and the Chamber of Deputies (10). Fuerza Popular retained the most incumbents, with fourteen of its nineteen legislators returning, while Renovación Popular returned five and Juntos por el Perú three. Several prominent former congresspeople, including former congressional presidents, failed to regain seats.
