Peru prepares bicameral Congress transition with new preparatory junta
Peru’s 2026‑2031 legislative period will shift from a unicameral to a bicameral system. A temporary Junta Preparatoria will assume functions from 15 July, overseeing the formal installation of the new Congress and the election of its leadership. The interim body will be composed of six members, with senator Miguel Ángel Torres (Fuerza Popular) serving as president and deputy Cecilia Chacón (Fuerza Popular) as vice‑president. The junta will organize credential verification, oath‑taking for new deputies and senators, and the secret ballot to choose permanent directorial boards, culminating in the full installation of the bicameral Congress on 27 July.
Analysts project a tightly balanced parliament, with no single right‑ or left‑leaning bloc holding an absolute majority. In the Chamber of Deputies, Fuerza Popular and Renovación Popular could each secure 56 seats, matching a coalition of Juntos por el Perú, Ahora Nación and the Civic Works Party. In the Senate, a Fujimorist‑Renovación Popular bloc may obtain 30 votes against 23 for the same opposition coalition. These dynamics suggest that legislative outcomes will hinge on inter‑party negotiations and coalition-building during the early sessions of the new Congress.
