Peru's Line 119 service provides emergency communication during disasters

The Peruvian Ministry of Transport and Communications (MTC) provides the Line 119 service to facilitate communication during earthquakes or natural disasters when mobile networks are often congested. This free national emergency service allows users to leave and retrieve brief voice messages via mobile or landline phones.

To leave a status update, users dial 119 and select option 1 to record a message of up to one minute, stating their name, location, and current condition. To check for messages from others, users dial 119 and select option 2, then enter the phone number of the person they wish to contact. Recorded messages remain available for at least seven days, and the service operates 24/7 nationwide.
