Peru disaster preparedness and communication resilience
Overview
Peru is implementing various measures to maintain communication and mitigate risks associated with natural disasters. The Ministry of Transport and Communications (MTC) operates the Line 119 service, a free 24/7 national emergency tool that allows users to leave or retrieve brief voice messages during events like earthquakes when mobile networks are congested.
Concurrently, the country faces significant landslide and ‘huaico’ (mudslide) risks driven by El Niño conditions. The National Center for Estimation, Prevention and Reduction of Disaster Risk (Cenepred) has identified high-risk zones in 19 districts of Lima and 691 districts nationwide. To address these threats, telecommunications provider Claro Perú has reinforced infrastructure in several northern regions, increasing technical crews by 50% and deploying various energy backup systems, including portable and stationary generators, to ensure service continuity.
