Peru's Ministry of Energy and Mines implements fuel supply measures in Loreto

Peru's Ministry of Energy and Mines (MINEM) has implemented exceptional and temporary measures to prevent fuel shortages in the Loreto region. Through the General Directorate of Hydrocarbons, the ministry has waived the requirement for supply plants to maintain minimum monthly average stocks of Regular Gasoline and 84 Octane Gasoline.

The decision, effective from September 4 to October 2, 2026, addresses severe logistical difficulties in transporting hydrocarbons. Navigability on key river routes, including Yurimaguas–Iquitos and Pucallpa–Iquitos, has seen transport capacity reduced by up to 75% due to the low-water season.

Additional complications include the Huallaga River falling below the red threshold established by the National Service of Meteorology and Hydrology of Peru (SENAMHI), as well as a fluvial route blockage caused by a grounded vessel on September 2. These measures allow wholesalers and producers to use existing reserves to maintain market supply during the crisis.
