Fuel supply and social unrest in Loreto, Peru

Overview

In early September 2026, Peru’s Ministry of Energy and Mines (MINEM) implemented temporary measures to prevent fuel shortages in the Loreto region. These measures, effective from September 4 to October 2, waived minimum monthly stock requirements for Regular and 84 Octane Gasoline to address logistical crises caused by low river levels on routes such as Yurimaguas–Iquitos and Pucallpa–Iquitos.

By mid-September, the region faced further unrest as local labor unions organized a 72-hour strike starting September 16. Protesters in Iquitos and throughout Loreto demanded government intervention regarding high diesel prices, power outages, and illegal mining. While the government announced plans to include certain transport workers in fuel subsidies via an urgent decree, labor leaders argued that these measures must also extend to river and land transporters.
