ProInversión advances Obras por Impuestos projects for Peru's El Niño preparedness

Peru's private investment promotion agency, ProInversión, is using the Obras por Impuestos (OxI) mechanism to fund a portfolio of 694 infrastructure and service projects valued at S/ 19.593 billion. The projects span health, education, roads, irrigation and other sectors, aiming to close service gaps and improve resilience ahead of the El Niño phenomenon.

In the first half of 2026 a record S/ 5.872 billion of interventions were awarded, surpassing the total awarded for the entire previous year. Regional, local governments and public universities have a combined capacity of S/ 69.096 billion to execute OxI projects, with S/ 34.401 billion allocated to regional authorities and S/ 33.178 billion to local governments.

Specific examples cited include a S/ 65 million river‑protection work in Cusco for more than 4,000 residents, a S/ 61 million expansion of the early‑warning system in Ucayali for over 105,000 people, and a S/ 16 million modernization of the emergency operations centre in Ica benefiting roughly 800,000 inhabitants. Since the mechanism’s launch in 2009, 1,429 interventions totalling S/ 22.972 billion have been awarded, reaching more than 29 million Peruvians. Luis Del Carpio, ProInversión’s executive president, said, “El mecanismo constituye una alternativa para acelerar inversiones en gestión del riesgo de desastres.”
