Peru's OSIPTEL ranks telecom operators, only Claro and Bitel meet quality target

The Peruvian telecom regulator OSIPTEL released its User Service Quality Ranking for the second half of 2025. Only two of the four major operators met the regulator’s target score of 15 points: Claro achieved 15.1 points and Bitel reached exactly 15, marking the first time Bitel attained the expected level.

Entel scored 13.9 points and Movistar fell far short at 7.6 points. The national average rose to 13.2, up from 12.2 in the previous semester, but remained below the 15‑point goal. The ranking evaluates six dimensions – response capacity, accessibility, digitalization, empathy, effectiveness and timeliness, and veracity – across all customer‑contact channels.
