Peruvian Congress employees linked to Movadef records

An investigation has identified at least ten employees within the Peruvian Congress who appear in records used by Movadef—the political wing of the terrorist organization Sendero Luminoso—during its attempt to register with the National Jury of Elections (JNE).

The implicated individuals hold various positions, including senior advisors, technical staff, and assistants, primarily within the offices of the Juntos por el Perú (JPP) parliamentary group and certain Senate commissions. Official records indicate these employees receive monthly salaries ranging from S/11,000 to S/14,000 funded by public resources. Specific cases include Hilso Claudio Ramos Cosme and Richard Leandro Tipo Quispe, both of whom are reportedly listed in Movadef’s foundational documents.

In response, members of the Renovación Popular party have met with the Directorate Against Terrorism (Dircote) to request a formal investigation. They have called on the Congress's Human Resources Office to review the status of these workers to determine if there are active links to terrorist organizations. The goal of the inquiry is to prevent the infiltration of such groups into public institutions, including ministries and universities.
