Peruvian lawmakers propose amnesty for Pedro Castillo and protest participants

Deputies from the Juntos por el Perú and Obras parties have submitted Bill 00719/2026-CR, which proposes a general amnesty for individuals investigated, prosecuted, or convicted in connection with the attempted coup by former president Pedro Castillo on December 7, 2022.

The legislative proposal also covers those involved in the social protests that occurred following the political crisis starting July 28, 2021, including acts such as road blockades and clashes with law enforcement. Proponents argue the measure aims to foster national pacification and comply with international recommendations, such as those from the UN Working Group on Arbitrary Detention.

The bill includes specific legal exclusions: it does not apply to crimes involving death, serious bodily harm, sexual violence, torture, kidnapping, forced disappearance, or grave human rights violations. Additionally, it excludes corruption and money laundering offenses committed by public officials and does not exempt individuals from civil reparations to victims.
