Legal proceedings and new allegations involving Pedro_Castio
Overview
Former Peruvian President Pedro Castillo is facing legal and legislative scrutiny regarding multiple allegations. A constitutional complaint is currently under review by the Peruvian Congress concerning allegations of irregular payments used to secure military and police promotions in 2021. Prosecutors allege that Castillo pressured commanders to favor specific officers in exchange for illicit funds. The Constitutional Accusations Commission has moved the case to the Chamber of Deputies, though the investigation faces a potential expiration deadline of November 15, 2026, due to the end of functional immunity.
In a recent legislative development, deputies from the Juntos por el Perú and Obras parties submitted Bill 00719/2026-CR. This bill proposes a general amnesty for individuals investigated, prosecuted, or convicted in connection with Castillo’s attempted coup on December 7, 2022, as well as those involved in social protests following the political crisis that began on July 28, 2021. Proponents argue the measure is intended to foster national pacification and align with international recommendations. The proposal excludes crimes involving death, serious bodily harm, sexual violence, torture, kidnapping, forced disappearance, or grave human rights violations, as well as corruption or money laundering offenses by public officials.
New allegations have emerged following leaked WhatsApp messages from the office of deputy Catherin Palomino. Reports from the program Panorama suggest that in July 2024, Castillo allegedly demanded job placements for his associates within Palomino’s staff. The leaked communications also reportedly detailed discussions regarding political maneuvers against current President Keiko Fujimori and a proposal to request a visit from Pope Leo XIV to assist with Castillo’s judicial situation.
