Peruvian opposition leader Yonhy Lescano condemns meeting with President‑elect Keiko Fujimori and issues 21‑point demand

Former presidential candidate Yonhy Lescano denounced a recent meeting between the provincial mayors of Puno (Javier Ponce Roque) and San Román‑Juliaca (Óscar Cáceres Rodríguez) and President‑elect Keiko Fujimori, calling the encounter a “besamano” that showed political sub‑servience. He argued the southern regional officials should have issued an institutional statement or a formal letter outlining their grievances instead of attending personally. Lescano highlighted regional priorities such as investigating deaths from the protests under former President Dina Boluarte, cleaning Lake Titicaca, supporting agriculture and accelerating infrastructure projects.

In a separate open letter, Lescano presented a 21‑point agenda for the incoming administration. The demands include refraining from 1990s‑style dictatorial practices, repealing “pro‑crime” legislation, avoiding executive interference in other state bodies, compensating victims of past social conflicts, rebuilding over 25,000 deteriorated schools, tackling child anemia in Puno, expanding health‑care hours, providing reliable internet for schools, industrialising agriculture, guaranteeing water and sanitation nationwide, completing major highway projects, keeping PetroPerú under state control, creating a Ministry of Science and Technology, strengthening consumer protection and other reforms.
