Peruvian Senate grants legislative powers for security and El Niño response
The Peruvian Senate has approved the delegation of legislative powers to the Executive branch for a period of 90 days. The approved measures focus specifically on citizen security and the prevention, response, and recovery efforts regarding the El Niño phenomenon. The final text includes 27 specific powers, an increase from the 20 points originally sent by the Chamber of Deputies.
Despite high public support for economic reforms, the approved powers do not include measures to simplify administrative procedures or facilitate the formalization of micro and small enterprises (mypes). Data from Ipsos indicates that 81% of citizens supported facilitating mypes formalization and 78% supported simplifying economic-related procedures. In regions such as La Libertad, the informality rate for mypes stands at 86.8%.
Analysts have criticized the legislative process, suggesting that technical needs for economic development were sidelined by ideological and political debates within the Senate.
