Polish Air Navigation Agency Funds Frozen Amid Pfizer Covid Vaccine Lawsuit

On 1 July 2026 the European Organisation for the Safety of Air Navigation (Eurocontrol) notified the Polish Air Navigation Agency (PAŻP) that its route‑fee receivables had been seized. The seizure follows a Belgian first‑instance court judgment in the Pfizer vs Poland case, which ordered Poland to pay about 5.6 billion zł (≈ 6.5 billion zł with interest) for undelivered COVID‑19 vaccine doses. The blocked amount represents more than 80 % of PAŻP’s annual revenue, the main source of funding for air‑traffic services in Poland. The agency stressed that the action is unrelated to its operational duties, that flight safety and staff employment are not at risk, and that it is preparing a formal legal objection in coordination with the prosecutor’s office and other ministries. Prime Minister Donald Tusk said the government will support PAŻP and is using all available legal avenues to overturn the enforcement. A similar enforcement action was reported in Romania, where Eurocontrol also froze the revenues of the Romanian air‑navigation authority (ROMATSA), affecting over 80 % of its income. Both countries face the same underlying dispute: a court‑ordered repayment to Pfizer for contracts signed with the EU Commission that were partially unfulfilled by the governments. Appeals against the judgments are being prepared, and the agencies continue to operate normally while seeking alternative financing.
