Philippine Senate deadlock as legal troubles halve majority

The Philippine Senate’s narrow 13‑member majority has been reduced to an even 11‑11 split after Senator Ronald “Bato” Dela Rosa and Senator Jinggoy Estrada became unavailable for sessions due to arrest warrants and detention. The split leaves the chamber without the quorum of 13 needed to conduct official business, prompting a session on June 1 to be adjourned.

Additional majority senators face legal challenges, including Senators Chiz Escudero, Joel Villanueva, and Rodante Marcoleta, as well as allegations against Senators Camille and Mark Villar and Robin Padilla. Officials warn that up to six majority members could be unable to vote, further weakening the bloc. Minority Leader Vicent “Tito” Sotto III said the deadlock means only non‑controversial measures can pass and that the minority would need additional supporters to change Senate leadership.
