Philippines Senate impeachment court debates Sara Duterte conviction threshold
The Philippine Senate impeachment court is navigating a dispute over the voting threshold required to convict Vice President Sara Duterte. Presiding officer Francis Escudero previously ruled that a conviction requires 16 votes, representing two-thirds of the full 24-member Senate. However, with four senators currently unable to participate due to legal issues, detention, or medical leave, the court is considering how the constitutional requirement should be applied.
Spokesperson Reginald Tongol clarified that if 20 senators are present, 11 votes would be needed to overturn the current 16-vote rule. To resolve the legal uncertainty, the court has enlisted retired chief justices Hilario Davide Jr., Artemio Panganiban, and Reynato Puno, along with retired associate justice Adolfo Azcuna, to serve as amici curiae. These experts will advise the court during a special session scheduled for September 16.
Separately, House prosecutor Terry Ridon has challenged Vice President Duterte to appear personally at her impeachment trial on September 14 to face allegations regarding unexplained wealth and the misuse of confidential funds.
