Philippines DOLE issues compensation guidelines for heat-related illnesses
The Philippine Department of Labor and Employment (DOLE) has issued new guidelines to document, report, and compensate workers for illnesses caused by extreme heat. Signed by Secretary Francis N. Tolentino under Labor Advisory 19, Series of 2026, the rules respond to health risks posed by El Niño and rising temperatures.
Under Employees’ Compensation Commission (ECC) Board Resolution No. 26-10-40, compensation may be granted for a range of conditions, including heat stroke, heat exhaustion, heat cramps, heat rash, and heat syncope. The advisory also covers more severe conditions such as rhabdomyolysis, dehydration leading to kidney problems, and certain neurological disorders.
The guidelines apply to both indoor and outdoor workers covered by the Employees’ Compensation Program (ECP). Employers are required to maintain records of heat exposure and safety measures, submit illness reports, and assist affected employees in filing compensation claims. The directive follows instructions from President Ferdinand Marcos Jr. to protect the workforce against climate-related challenges.
