Philippines occupational heat illness compensation
Overview
The Philippine Department of Labor and Employment (DOLE) issued Labor Advisory No. 19, Series of 2026, to establish protocols for preventing, documenting, and reporting occupational heat-related illnesses. Signed by Labor Secretary Francis Tolentino, the guidelines provide instructions on how compensation claims should be filed and evaluated under the existing Employees’ Compensation Program.
The advisory applies to both indoor and outdoor workers insured through the Social Security System (SSS) and the Government Service Insurance System (GSIS). While conditions such as heat stroke, heat exhaustion, and heat cramps are compensable, the directive also addresses more severe issues including heat syncope, heat rash, rhabdomyolysis, severe dehydration leading to kidney injury, and certain neurological disorders.
This regulatory action follows instructions from President Ferdinand Marcos Jr. to protect the workforce against climate-related challenges, specifically responding to health risks posed by rising temperatures and El Niño.
