Philippines President Marcos calls special congressional session to address Senate deadlock
President Ferdinand Marcos Jr. issued Proclamation No. 1318 on June 15, calling a special session of the Philippine Congress for June 17, the first time he has exercised this constitutional power since taking office. The session is intended to push through priority legislation – including bills on geriatric health, student assistance, crisis aid, education quality, remote‑area schools, child nutrition, anti‑political dynasty measures and a merit scholarship program – and to enable the Commission on Appointments to confirm pending cabinet, military and foreign‑service appointments.
The move follows a paralysis in the Senate after a disputed leadership change that left Senator Alan Peter Cayetano and Senator Sherwin Gatchalian each claiming the presidency. The deadlock has stalled legislative work and threatens the schedule for the impeachment proceedings against Vice President Sara Duterte. Marcos said the special session is needed to address urgent needs such as earthquake relief in Mindanao, senior‑citizen health, and continued support for students.
