Philippines Senate debates impeachment vote threshold and workload
The Philippine Senate is facing internal debates regarding the impeachment trial of Vice President Sara Duterte. Senate Majority Leader Juan Miguel Zubiri reported that some senator-judges wish to revisit the 16-vote threshold required for conviction. This push stems from changes in the composition of the senator-judges, as four members are currently unable to participate due to detention, being in hiding, or medical leave.
While the impeachment court spokesperson maintains the 16-vote requirement is “set in stone,” the issue of how to calculate a two-thirds majority amid these absences remains a point of contention.
Simultaneously, Zubiri has addressed public criticism regarding his recent comments about physical exhaustion. He clarified that his remarks about working 12-hour days were not complaints, but candid observations of the heavy workload. Senators are currently balancing the impeachment proceedings with regular legislative sessions and deliberations for the 2027 national budget. Senator Robin Padilla defended Zubiri, stating that the exhaustion is a shared reality among lawmakers managing these simultaneous responsibilities.
